I need to create a thin band that is flexible enough to wrap around a small plastic pipe that tapers from 22mm to 12mm over 12".
The band needs to be about 80mm long by 10mm wide by as thin as I can get it.
It will be in a shape similar to this:

So I can pull it through itself with some stretching and stay in place.
The trick is: it needs to be thin and smooth, yet rigid enough so I can adjust it's placement on the pipe by pushing/pulling with my thumb/fingernails on the edge of the band.
I currently use narrow (10mm) electrical tape to achieve this, wrapped around the pipe onto itself twice. However, I need to routinely adjust it's location slightly, and by peeling it off and re-applying it the tape loses it's adhesion and/or leaves glue residue behind. Not to mention, on hot days the tape will slip. Plus, trying to make very minute moves is difficult as you have to unpeel and re-apply, not certain exactly where the tape was.
I am hoping to create a band that will hold itself in place by the pressure of stretching around the pipe, not adhesive. Plus be stiff enough so I can make minute movements by pushing/pulling with my fingernails on the edge of the band as I watch the movement, instead of having to peel/reapply with no exact reference of location.
I have experimented with various silicon, surgical, and rubber bands. Either they are too thick, too soft (when I try to adjust the location and 'slide' it on the pipe the band crinkles or folds onto itself), or stick to the pipe too much so they don't slide easy and wrinkle/fold.
These bands are very close to what I need, I just need a band much smaller and thinner:

I plan on starting with Flex30 and experiment from there.
