I'd like to cast legs, from the middle of the thigh down. I need the finished product to be an exact replica of the pants, shoes & socks. How do you cast something like that without losing the form? Do I need to make the pants stiffer? Should I spray the pants with an epoxy or glue to make sure the shape survives the pour? Should I just go & do a 3-D scan & print?

Yes you would need to stiffen the pants and etc to get a good form, pretty much anything from a spray lacquer to spray starch should work, though I haven't tried it so I can't completely vouch for using that on a fabric type item. If you can do a 3D scan and print, I'd say it would work best if you've got the equipment and time to do so. But stiffening the fabric would also work if you don't, I've made copy molds of gummies before without deforming but gummies also have a little extra stiffness to them than fabric does.
