I am apart of a few tumbler groups and there is talk that the amazing Clear cast epoxy should not be used to seal a cup all the way to the rim as there should be no contact between the epoxy and your lips. Is this true?

Melwin,
It is FDA compliant however, that is the recommendation to keep it just on the cup itself. The reason being... the FDA compliancy has to partially be put on the end user to measure and mix appropriately/thoroughly, if this doesn't take place the FDA compliancy possibly could be effected. As the resin could remain tacky and not a totally complete inert cure.

What do you do if the resin remains tacky and doesn't dry well? Can I add another coat? I left it overnight, now going on 24 hours and it's still tacky to the touch. I did leave it out in the sun for several hours..it's above 80 degrees here today.

Angel,
It is very important to measure (1:1 by volume) and mix well, when you think it is mixed well mix it again there is plenty of open time for a good complete mix. When there is still tackiness involved with the Clear Cast typically one of those two measure or mix are the issue, usually mix. Warmth will help... without any humidity!!
Yes you can reapply another coat/layer. It is best to warm the resin up NOT in microwave or on open flame. Place the resin in a warm pail of water (not submerged) caps on tight let it get to a nice thin viscosity (15 minutes or so) then measure and mix well it should be fine.
