Would WD 40 make a good mold release agent for silicone forms?

.....No, not sure why as it has some of the same properties as some release agents....Alumilite has a spray mold release that is sold through their website. I use petroleum jelly for a mold release........inexpensive, readily available and I am able to control how much is applied.

Cooking spray sometimes also works in a pinch. Sometimes. It depends on what you're using it with.

I usually have Pam in my kitchen. But I don't use much and normally don't have to use it often as silicone usually doesn't need it unless you're trying not to bond two parts of a silicone mold.
