Does Flex Foam float ? Does it soak up water like a sponge ?

Yes, it does float and yes it will soak up water like a sponge but not nearly to the extent. If a sponge the same size would soak up 3-4 times more water than the Flex Foam.

would the flex foam work for a solid body topwater frog?

Yes, Larry actually makes some Flex Foam topwater poppers for fly fishing. I believe we have a video of that online at makelure.com
Looks to be about the 9th video down on the How To Videos page.
