I plan to pour a layer of Amazing Clear Cast over a decoupage project. The product videos I've seen show it curing to a high gloss finish. Can the final cured product be buffed or sanded to a Satin or a Matte finish? Or perhaps sprayed with a top layer of satin poly in order to achieve a satin finish?

Yes, I'd recommend spraying something over it like a clear satin finish paint as buffing or rubbing something onto the surface would be much more tempermental to achieve consistent results.
I'd also highly recommend doing a test panel first, then playing with different matte finishes or processes on the test panel prior to doing on your actual project.
