What’s the difference in RC3 and other products? I know the set times but as far as hardness and polishing. This is for making pen blanks with various wood material.

It would work very well for it. It is an opaque tan color when cured but accepts dyes extremely well to give you nice vibrant colors.
Turns and polishes well. Make sure to wear a dust mask when turning and avoid breathing dust of any of the materials or wood.
